GRIEVANCES CELL

STRENGTH:

DUTIES PERFORMED:

  • Dealing with service matters of common categories of Group-C posts such as Record Clerk/ Keeper, Telephone Operator, Multi-Tasking Staff (Security), Multi-Tasking Staff (House-Keeping) and Multi-Tasking Staff (General).

  • Matters relating to Full time/ Part time casual laborers (common categories) engaged in various Govt. Departments

  • Provision of land line Telephones, EPABX system, Broad Band etc., to various Govt. Departments and residential phones to officers

  • Compassionate appointments

  • Disposal of public petitions/ representations from various service associations


    RECORD CLERK/ KEEPER:

    DP&AR has created 160 posts of Record Clerk/ Keeper for providing promotional avenues to the erstwhile Group-C employees (common categories) vide G.O.Ms.No.65 dated 28.09.2006. As per the Recruitment Rule notified vide G.O.Ms.No.41 dated 08.07.2014 of DP&AR for the said post, the method of recruitment is by Promotion from the post of MTS(General) with 3 years service rendered in the grade after appointment thereto on regular basis and who have exercised unconditional option for promotion to the post of Record Clerk/Keeper and possessing a pass in SSLC or its equivalent.


    CANER:

    DP&AR has created 19 posts, 7 posts vide G.O.Ms.No.74 dated 14.10.2014 and 12 posts vide G.O.Ms.No.40 dated 29.06.2017 from among Visually Handicapped persons by direct recruitment possessing a pass in S.S.L.C (10th Class) or its equivalent and possessing knowledge in Canning work


    TELEPHONE OPERATOR:

    In order to provide promotional opportunities to the erstwhile Group-C employees (common categories) 53 posts of Telephone Operators has been restructured and redesignated as Office Receptionist-cum-Telephone Operator Gr.I (4-posts), Office Receptionist-cum-Telephone Operator Gr.II (12-Posts) and Office Receptionist-cum-Telephone Operator Gr.III (37-posts).

    The Recruitment Rules for the post is being amended as per the recommendations of VII CPC and will be issued shortly.


    MULTI-TASKING STAFF (SECURITY), MULTI-TASKING STAFF (HOUSE-KEEPING) AND MULTI-TASKING STAFF (GENERAL):

    As per the Recruitment Rules notified for the posts of Multi-Tasking Staff (Security), Multi-Tasking Staff (House-Keeping), Multi-Tasking Staff (General), the number of posts, scale of pay, education qualification prescribed and the made of recruitment are as detailed:


    MULTI-TASKING STAFF (SECURITY):
    Number of post 696 (Six Hundred and Ninety Six) (2010) subject to variation dependent on work load
    Educational and other qualification required for direct recruits A pass in SSLC or its equivalent from a recognized Board possessing the following physical standards, namely:
    (i) Height : Not less than 165 cms
    (ii) Chest : 81 Cms without expansion
    86 cms - with expansion
    Method of recruitment whether by direct recruitment or by promotion or by deputation/ absorption and percentage of the vacancies to be filled by various methods (1) 25% by direct recruitment of male candidates provided 25% of the vacancies shall be filled from among the male Home Guards who have rendered a minimum of three years honorary service in the Union Territory of Puducherry failing which by direct recruitment.
    (2) 75% by absorption failing which by direct recruitment.


    MULTI-TASKING STAFF (HOUSE-KEEPING):
    Number of post 696 (Six Hundred and Ninety Six) (2010) subject to variation dependent on work load
    Educational and other qualification required for direct recruits A pass in SSLC or its equivalent from a recognised Board
    Method of recruitment whether by direct recruitment or by promotion or by deputation/ absorption and percentage of the vacancies to be filled by various methods (1) 25% by direct recruitment of female candidates provided 25% of the vacancies shall be filled from among the female Home Guards who have rendered a minimum of three years honorary service in the Union Territory of Puducherry failing which by direct recruitment.

    Number of post 1342 (One thousand Three Hundred and Forty Two) (2010) subject to variation dependent on work load
    Educational and other qualification required for direct recruits A pass in SSLC or its equivalent from a recognised Board
    Method of recruitment whether by direct recruitment or by promotion or by deputation/ absorption and percentage of the vacancies to be filled by various methods By absorption failing which by direct recruitment


    MATTERS RELATING TO FULL TIME/ PART TIME CASUAL LABOURERS (COMMON CATEGORIES) ENGAGED IN GOVT. DEPARTMENTS:

    The engagement and regularization of casual labourers are governed by the provisions of the Government of Puducherry Casual Labourers (Engagement & Regularization) Scheme, 2009 notified vide G.O.Ms.No.22 dated 27.02.2009 amended vide G.O.Ms.No.38 dated 03.07.2014 and G.O.Ms.No.83 dated 14.12.2015.


    PROVISION OF LAND LINE TELEPHONES, EPABX SYSTEM, BROAD BAND ETC. TO VARIOUS GOVT. DEPARTMENTS AND RESIDENTIAL PHONES TO THE OFFICERS:

    1. General Administration is the nodal authority for provision of telephones.

    2. Telephones have been provided to residence of officials on need basis.

    3. Permission is granted for treating the personal telephone of officials as official residential telephone.

    4. DP&AR is the nodal Authority for outsourcing of MTS Personnel


    COMPASSIONATE APPOINTMENT:

    As per the instructions issued, the departmental committee has been constituted vide G.O.Ms.No.68 dated 12.07.2012 of DP&AR to consider the applicants for appointment on compassionate grounds in the posts coming under the purview of DP&AR with the following members:

    a) Secretary to Government (Personnel) - Chairman
    b) Dy. Secretary to Govt.(AR Wing) - Member
    c) Under Secretary to Govt.(DPAR) - Member Secretary

    Likewise Common Committee has been constituted vide G.O.Ms.No.32/GC/UII dated 23.07.1999 of DP&AR for considering the applications for compassionate Appointment in various departments (other than Common category post coming under the purview of the DP&AR (PW), under the Chairman ship of concerned Secretary.


    DISPOSAL OF PUBLIC PETITIONS/ REPRESENTATIONS FROM VARIOUS SERVICE ASSOCIATIONS BY THIS DEPARTMENT:

    Petitions received from public through LG/ CM/ CS are forwarded to the Department concerned for disposal.

    In respect of the representations from various service Associations on service maters, the Regional, Departmental and State Level Committees on redressal of Grievances of Govt. employees have been constituted vide G.O.Ms.No.49 dated 30.07.2010.
